Scott is the second son of the late James E. Kier, a developer who created his own projects under the banner of The Kier Corporation which began in the early 60’s.
In 1986 Scott and his brother, Steve, branched out on their own to form KIER Construction Corporation where he holds the titles of Vice President, and Chief Estimator in charge of a growing Estimating Department.
As Senior Vice President, Scott is the primary member of the estimating team who has overall responsibility for the creation, administration and delivery of all budgets and estimates. He is responsible for the oversight of the estimating process for all projects bid and awarded, and will establish standardized procedures, methods and processes for estimating and training estimating resources in the use of the same.
Scott oversees analysis of past performance on projects and establishes estimating standards for all future estimates based on analysis, and assists in oversight of the historical cost database and bid management, subcontractor management, and estimating software. He works directly with the Directors of the Multi-Unit and Commercial Groups, the Estimators and the Director of Business Development to see that annual revenues and project diversification goals are met.
Scott and his wife, Lora, have three grown children. Together they enjoy entertaining guests, traveling and golfing. They have been active members of the Ogden Golf and Country Club since 1998.
