Our Team

Clint Costley

As President, Clint works closely with all KIER executives in creating, communicating and implementing KIER’s vision, purpose, and overall strategic direction. He is charged with driving operational efficiency across the organization while adding strategic business support.

Clint is well known in the construction industry with a background of nearly 30 years in Business Development and Executive Management. He holds a Bachelor of Arts degree in Technical Sales from Weber State University, and a Master of Business Administration degree from the University of Utah. Clint is actively involved in construction industry associations as well as the greater Utah community.

Since 2018, as KIER’s President Clint has overseen over $1 billion worth of construction in the Intermountain West, as the company has grown over 125% in that timeline.

He feels one of his greatest accomplishments has been putting a great team together – one that can manage through good times as well as adversity. Clint has always believed the success of a business depends on the quality and performance of its people. KIER has always prioritized the recruitment of the best quality employees and encourages continuous improvement through training and learning new developments in the industry to improve client satisfaction.

In his free time Clint can be seen pursuing the myriad of outdoor activities Utah has to offer. Clint was born and raised in Weber County and resides in Plain City with his wife Jamie and their three children.

andrew smith

Andrew Smith joined KIER Construction in 2013 as a Project Engineer. He was quickly promoted to Project Manager and in 2019 was named Director of KIER’s Multi-Unit Group. In January of 2021 Andrew was promoted to Vice President of Operations.

Before coming to KIER Andrew worked in the Washington D.C. area where he honed his skills working on FEMA and Army Corp of Engineers projects.

Andrew’s career in the construction industry began in 2003. Since then he has lived and worked in California, Idaho, Washington, Texas, Minnesota, Virginia, and Utah. His construction education began at a young age when he landed a job framing custom houses. He then put himself through college working as an estimating/scheduling intern.

Andrew graduated from Brigham Young University Idaho, with a B.S. in Construction Management and a minor in Business Management. His experience and passion for building and mentoring others have been a great asset to KIER Construction.

He currently lives in Clinton with his wife Misty and their three children, Andrew enjoys spending time in the mountains where he can be found fly fishing, camping, biking, hiking, and running.

Jerry Bovee

Jerry Bovee is the Director of Business & Strategic Development at KIER Construction, where he leads efforts to grow the company’s market presence, strengthen client relationships, and drive long-term business success. With more than two decades of executive leadership experience in higher education and athletics—including roles at Utah State University, Weber State University, and the Utah High School Activities Association—Jerry brings a strong background in strategic planning, community engagement, and team leadership. Known for his collaborative style and results-driven mindset, he has a knack for building lasting partnerships and aligning people around a shared vision.

At KIER, Jerry guides the company’s business development strategy, supports project transitions from preconstruction to operations, and helps identify new market opportunities across Utah and the Intermountain West. He plays a central role in proposal development, client experience, and mentoring the next generation of leaders. A proud Utah native, Jerry holds a Finance degree from Utah State and an MBA from Weber State. His passion for relationship-building and purposeful growth helps position KIER for a strong, sustainable future.

Brayden Burrell

Brayden Burrell joined Kier Construction in 2016 as a Punchlist Foreman, bringing hands-on experience as a finish carpenter, residential framer, and concrete worker on tilt-up panels. While working full-time, he earned his Bachelor’s Degree in Construction Management through Weber State University’s night program. Over the years, Brayden transitioned into roles as Project Engineer, Assistant Project Manager, and Project Manager, contributing to the delivery of more than 1,500 multifamily units and a variety of commercial buildings. His interest in strategy, data, and efficient building practices naturally led him to the Preconstruction Department, where he now serves as department lead. With a practical approach and a focus on collaboration, Brayden works to ensure projects start with clear budgets, aligned expectations, and a thoughtful plan—helping set the stage for success long before ground is broken.

Dave Patten

David Patten is an experienced Human Resources professional with over a decade of expertise in strategic HR leadership, employee relations, and workforce development. Since 2022, he has served as the HR Director at KIER Construction, where he leads initiatives in talent acquisition, training and development, employee engagement, and organizational culture. His focus on building strong relationships and fostering a collaborative workplace has been instrumental in supporting the company’s growth and retention efforts.

Prior to joining KIER, David spent nearly ten years managing business operations for Facilities Management at Weber State University. There, he oversaw employee relations, recruitment, employee development, performance management, and policy implementation. His proactive approach to training and his ability to connect with employees at every level helped drive engagement and operational success across a diverse workforce.

David is passionate about creating inclusive, high-performing environments where people feel valued and supported.

karissa george

Karissa George serves as Chief Financial Officer, where she supports the company’s financial strategy, risk management, and IT systems. With experience at Deloitte and as Controller for a trade contractor, she has built a solid foundation in accounting and construction finance.

Karissa takes an analytical, data-focused approach to her work, believing that clear information leads to better decisions. She enjoys finding ways to improve processes, implement practical software solutions, and help teams work more efficiently.

What she appreciates most about the construction industry is how each project is different—and how many dedicated people it takes to bring a job from concept to completion. Karissa is a licensed CPA and holds a Master of Accountancy.

Outside the office, she enjoys skiing, pottery, and spending time with her family.

TIM BROWN

Tim serves as Senior Project Manager, bringing more than 40 years of experience in commercial, industrial, and institutional construction. Throughout his career, he has managed projects across the western United States, including major work for religious, educational, and financial institutions.

Tim’s extensive background includes overseeing large-scale renovations, ground-up builds, and complex facility upgrades. Known for his detailed project planning and on-site leadership, he ensures each job meets the highest standards of quality, safety, and performance. A LEED Green Associate and U.S. Army Corps of Engineers Quality Assurance Certified professional, Tim combines technical expertise with a collaborative, solutions-driven mindset.

What he values most about construction is seeing a project take shape through the skill and dedication of a well-coordinated team.

Outside of work, Tim enjoys spending time with his family and being outdoors.

Steve Kier

Born and raised in Ogden, Utah, Steve continues to call it home with his wife, Tammy, and three of their five children. In 1986, Steve and his brother, Scott, founded KIER Construction Corporation, establishing a company grounded in integrity, collaboration, and quality.

With a strong foundation in construction gained early through the family business, Steve led KIER as President from its inception and later as CEO, shaping the company’s strategic vision and reputation for excellence. His influence continues to guide KIER’s values and long-term direction.

Steve remains a respected presence within the company and the broader community, where his commitment to opportunity, craftsmanship, and service continues to inspire KIER’s leadership and team members alike.

scott kier

Scott is the second son of the late James E. Kier, a developer who built a lasting legacy through The Kier Corporation, established in the early 1960s. Following in his father’s footsteps, Scott and his brother, Steve, founded KIER Construction Corporation in 1986, carrying forward the family tradition of craftsmanship, collaboration, and community.

Throughout his career, Scott played a central role in shaping KIER’s estimating and budgeting systems, helping establish the company’s reputation for precision, transparency, and trust. His leadership as Senior Vice President and Chief Estimator set the standard for the company’s estimating practices and project delivery processes that continue to guide KIER today.

Scott remains an influential presence at KIER, valued for his experience, mentorship, and steady vision. Outside of work, he and his wife, Lora, enjoy traveling, golfing, and spending time with their three grown children. They have been active members of the Ogden Golf and Country Club since 1998.
